Getting small business email lists

Many service providers like to buy a business email list as a way to acquire an instant group to market to. As you would suspect, the value of such a list is in the quality of the business emails and quality is made up of several factors. What do you imagine to be most important? For instance, you get high quality when the email is that of a decision maker, when the email is an optin email, and when the email was acquired from a similar topic as your service. Such are things to consider when assessing the profitability of a small business email. What do you think?
